Cerradas las votaciones, el jurado correspondiente a cada mesa procederá a hacer el escrutinio de los votos emitidos por cada una de las listas inscritas y levantará un acta que deberá entregar al Alcalde del lugar, junto con las papeletas respectivas. Esta autoridad hará el escrutinio general de los votos emitidos y la declaración de elección de las personas que conforme al sistema de cuociente electoral hubieren resultado elegidas. Este escrutinio deberá hacerse en presencia del Presidente y Secretario de la respectiva Cámara y de tres comerciantes que tengan derecho a votar, nombrados por la Superintendencia de Industria y Comercio.
