Estabilidad de las regalías. El monto de las regalías y el sistema para liquidarlas y reajustarlas, serán los vigentes a la época del contrato de concesión y se aplicarán durante toda su vigencia. Las modificaciones que sobre estas materias adopte la ley, sólo se aplicarán a los contratos que se celebren y perfeccionen con posterioridad a su promulgación.
