Para disfrutar de las concesiones otorgadas por esta Ley es indispensable que quien se acoja á ellas sea leproso calificado, esto es, reconocido y declarado como tál por los Médicos oficiales, y que resida dentro de uno de los lazaretos ó colonia reglamentados por el Gobierno.
