Características del servicio de transporte marítimo . Las disposiciones del presente Decreto le son aplicables al servicio de transporte marítimo que se ofrece bajo los criterios de imparcialidad, igualdad y continuidad. Se entiende por imparcialidad el principio según el cual el servicio de transporte marítimo debe satisfacer las exigencias de Interés general, sin favorecer intereses particulares; por igualdad, el principio según el cual todos los usuarios y empresas de transporte marítimo, sin discriminación de ninguna naturaleza, tengan la misma oportunidad de utilizar y ofrecer los servicios de transporte marítimo; y, por continuidad, el principio según el cual el servicio de transporte marítimo debe prestarse a través del tiempo en forma permanente, es decir, sin interrupciones. El servicio de transporte marítimo puede ser regular u ocasional. El servicio de transporte marítimo regular es aquel que sigue rutas definidas y cumple frecuencias e intinerarios preestablecidos.
