Todos los prestadores de servicios de salud, cualquiera que sea su naturaleza jurídica o nivel, de complejidad deberán demostrar ante el Ministerio de Salud o ante quien éste delegue, la capacidad tecnológica y científica, la suficiencia patrimonial y la capacidad técnico- administrativa, para la prestación del servicio a su cargo.
