Cuando se compruebe que la empresa expidió planilla sin celebrar el respectivo contrato de transporte, habrá lugar a una sanción equivalente a diez (10) salarios mínimos mensuales vigentes en la ciudad de Bogotá y a la suspensión de la licencia de funcionamiento por tres (3) meses. La segunda vez habrá lugar a la cancelación de la licencia de funcionamiento.
