El Gobernador del departamento tomará las medidas necesarias para preservar el orden público y evitar la ocurrencia de actos violentos en sus respectivas jurisdicciones, en coordinación con los respectivos alcaldes. En tal sentido, el Gobernador deberá coordinar entre la fuerza pública y los alcaldes municipales el establecimiento de retenes y cordones de seguridad fluviales y terrestres para proteger a la población civil.
