Autorízase al Gobierno Nacional para celebrar con la Federación Nacional de Cafeteros de Colombia contratos tendientes a impulsar y defender la Industria del Café. Los contratos que el Gobierno celebre en desarrollo del presente artículo, tendrán una duración de diez años y serán prorrogables por períodos de igual duración.
