Para dar cumplimiento a la presente Ley, destínase, a partir de la próxima vigencia fiscal, una partida mínima de dos millones de pesos ($ 2'000.000.00) anuales, que figurará necesariamente en el Presupuesto de Inversión, del Ministerio de Obras Públicas, y si esto no se hiciere, facúltase ampliamente al gobierno para hacer los traslados presupuestales, abrir los créditos adicionales, hacer los contracréditos y efectuar las operaciones necesarias a la efectividad de esta Ley.
