Autorizase al Gobierno para hipotecar los bienes raíces que, conforme a la Ley 53 de 1935 , puede enajenar o permutar con destino a la construcción de cuarteles y bases aéreas. Asimismo se autoriza al Gobierno para vender, permutar o hipotecar el Polígono de Tiro, sin que lo que se obtenga en cambio de tal finca quede precisamente destinado a cuarteles. Hácese extensiva al Polígono de Tiro la excepción a que se refiere el artículo 7o. de la Ley 48 de 1937 .
