º . Adiciónase el artículo 31 del Decreto 2685 de 1999 con el siguiente

Parágrafo

El monto de la garantía que constituyan los usuarios aduaneros permanentes provisionales deberá corresponder al cinco por ciento (5%) del valor FOB de las operaciones de importación o exportación que deben realizar conforme lo señalado en el literal b) del artículo 30-1 del presente decreto".
