Articulo 16. Queda prohibido el transporte de azúcar en el territorio nacional por medio de cabotaje marítimo, o transporte aéreo. El abastecimiento de los sectores que sea indispensable realizar por vía acuática o aérea, se hará en naves o aeronaves oficiales o privadas bajo la vigilancia del Resguardo Nacional de Aduanas, la Armada Nacional y/o la policía nacional.
