La convocatoria constituye el reglamento para cada concurso y deberá ser expedida por resolución del Registrador Nacional del Estado Civil o de los Delegados del mismo, o de los Registradores Distritales, según se trate de empleos de Carrera ubicados orgánicamente en las Oficinas Centrales de la Registraduría Nacional del Estado Civil, en las Circunscripciones Electorales, o en la Registraduría Distrital.
