El Ministerio de Hacienda y Crédito Público y el Jefe del Departamento de Ingeniería Sanitaria del Ministerio de Higiene, designarán sus representantes en la Junta Directiva del Instituto, por medio de comunicaciones dirigidas a la Gerencia del Instituto y a la Superintendencia Bancaria. Estos representantes pueden concurrir a todas las sesiones de la Junta a que no asistan los titulares, con voz y voto en sus deliberaciones.
