Ninguna autoridad podrá establecer o modificar el régimen salarial o prestacional estatuído por las normas del presente Decreto, en concordancia con lo establecido en el artículo 1 de la ley 4 de 1992. Cualquier disposición en contrario carecer de todo efecto y no crear derechos adquiridos.
