Los auxilios que la Nación, el Departamento o cualquier otro organismo otorgue a las Juntas de Acción Comunal del Distrito Especial de Bogotá, deberán ser cobradas por conducto del Departamento Administrativo de Acción Comunal y serán incorporados a un presupuesto especial. Las obras en que se inviertan tales auxilios serán programadas y dirigidas por el citado Departamento.
