Autorízase al señor Ministro de Correos y Telégrafos para que por la Litografía Nacional se fabriquen las estampillas de un centavo ($ 0-01) y tres centavos ($ 0-03), que, con carácter de provisionales, sean necesarias para atender al servicio postal, entre tanto pueda proveerse a la Administración de Especies Postales de las estampillas inglesas reconocidas por la Unión Postal Universal, como de emisión permanente.
