Las concesiones de que trata esta Ley no se podrán otorgar por el Gobierno sino á Bancos o Sindicatos que por la cuantía de su capital y por la respetablidad de personal y organización inspiren confianza suficiente para darle el derecho de emitir cédulas y demás beneficios determinados por esta Ley.
