Artículo segundo. De conformidad con el artículo 42 del Decreto-ley 121 de 1976, el Instituto Nacional de Salud - INAS, ejecutará las obras de acueductos y alcantarillados en poblaciones con más de 2.500 habitantes de acuerdo con el convenio que suscriban el Instituto Nacional de Fomento Municipal (INSFOPAL) y el Instituto Nacional de Salud (INAS).
