En la Corte Electoral, en las capitales de las Circunscripciones Electorales y en los Municipios, los documentos que hayan de servir para los escrutinios se guardarán en arcas triclaves o lugares seguros cerrados por tres llaves. 1° En la Corte Electoral, las llaves estarán al cuidado de sus dignatarios y del Registrador Nacional del Estado Civil. 2° En las capitales de las Circunscripciones Electorales, cada uno de los Delegados Departamentales conservará una llave y el Gobernador la otra. 3° En los Municipios, una de las llaves corresponde al Registrador Municipal, otra al Alcaldes y la otra al Juez Municipal.
