Art. 1.° Apruébase la división del Departamento de Santander en nueve Distritos electorales que se denominarán Charalá, García Rovira, Guanentá número 1.°, Guanentá número 2.°, Norte, Pamplona, Socrro, Soto y Vélez, cuyas capitales serán, respectivamente, Charalá, Málaga, San Gil, Barichara, Ocaña, Pamplona, Socorro, Bucaramanga y Vélez.
