Las decisiones de la Comisión de Especialidades Farmacéuticas, de que tratan los artículos 18 y 19 de la Ley 100 de 1928m y las de la Dirección Nacional de Higiene y Asistencia Pública, a que se refiere el artículo 20 de la Ley 1ª de 1931, pueden ser apeladas para ante el Ministro respectivo, y sólo las que dicte éste funcionario pueden ser acusadas ante el Consejo de Estado, de acuerdo con las normas generales indicadas en la Ley 130 de 1913 .
