Autorízase al Gobierno Nacional para que, por intermedio del Ministerio de Obras Públicas, haga los estudios que fueren necesarios y ejecute la construcción de la vía a que se refiere el artículo 2° de la presente Ley, ya sea mediante contrato con una compañía constructora o por administración directa.
