Artículo once . El Ministerio de la Economía Nacional organizará directamente o fomentará el establecimiento de centrales de beneficio, almacenes y plantas de conservación de los géneros contemplados en este plan de fomento. Las centrales oficiales podrán darse en administración a cooperativas, entidades oficiales, semioficiales o privadas que se obliguen a prestar los servicios correspondientes mediante tarifas que no excedan al precio de costo.
