Autorícese al Concejo Municipal de Bogotá para gravar la propiedad raíz urbana que quede dentro de sus límites hasta con un cinco por mil sobre el avalúo catastral, impuesto dentro del cual queda comprendido el valor de los servicios de aseo, alumbrado y vigilancia.
