En los casos a que se refiere el artículo anterior, si transcurridos tres (3) meses contados a partir de la solicitud hecha por el Ministerio de Salud o por su entidad delegada, sin que se haya efectuado el registro e indicado los demás trámites, éstos podrán requerir directamente al usuario y fijarle las normas de vertimiento que debe cumplir.
