Art. 4°. Los giros hechos por las Secretarías de Estado, contra las oficinas de recaudación, que no hayan sido cubiertas hasta la fecha de este decreto, serán girados por dichas oficinas á cargo de la Tesorería general, y ésta cuidará de pagarlos con toda puntualidad á su presentación.
