El Gobierno Nacional, la Fiscalía General de la Nación, la Procuraduría General de la Nación y la Defensoría del Pueblo, integrarán una Comisión Interinstitucional encargada de estudiar, definir y recomendar al Congreso de la República la adopción de un proyecto de ley relativo al sistema de responsabilidad penal juvenil para personas menores de dieciocho (18) años.
