Art. 4.° No podrán ser nombrados extranjeros para empleos ó cargos del servicio diplomático de Colombia; prohibición que no impedirá al Gobierno Nacional el encomendar a Ministros ó Legaciones de naciones amigas, asuntos de la República o intereses de colombianos, en los casos en que autoriza este proceder el Derecho de Gentes y los Tratados vigentes.
