Art. 27. En el caso de guerra, sea civil o internacional, puede ser ocupada la propiedad para los efectos detallados en los tres primeros números del artículo 1° por las autoridades del orden político o militar, y sin previa indemnización, en conformidad con las ordenes que expida el Gobierno directamente o por medio de las autoridades á quienes delegue expresa y especialmente esa facultad.
