El Gobierno Nacional queda facultado para reglamentar el uso de las aguas en los sistemas y obras de que trata la presente Ley, y en los demás que adelante directa o por intermedio de entidades descentralizadas, atendiendo a esa reglamentación, las normas técnicas que hagan más racional e intensivo su aprovechamiento.
