Art 1o. El Poder Ejecutivo procederá, con asistencia de la Corte de Cuentas, a liquidar, en vista de los comprobantes que se presenten, la cuenta de lo que se adeude a los Estados y que éstos reclamen, procedente los diversos suplementos que de su Tesoro se hicieron al de la Unión durante las guerras que tuvieron lugar en los años de 1876 a 1880.
