Los dueños de terrenos de la región bananera podrán en todo tiempo hacer en sus propios fundos y sin perjuicio de terceros, las obras necesarias para defensa de sus propiedades contra inundaciones. Si las obras deben tocar predios de terceros, necesitarán el consentimiento de los dueños o las expropiaciones legales del caso.
