Artículo treinta y ocho . La mitad de la sutilidades que correspondan al Gobierno por sus acciones en el Instituto de Fomento Industrial, se llevará al fondo de reserva legal, el cual se constituirá únicamente con tales utilidades; la otra mitad ingresará al fondo rotatorio, de que trata el artículo 28 de este Decreto.
