Tan pronto como sea sancionada esta Ley, el Gobierno Nacional procederá a construir directamente esta carretera, pero si el Departamento del Tolima quisiere construirla, el Gobierno no contratará la ejecución de ella, y el contrato que se celebre con tal objeto por el Ministerio de Obras Públicas se someterá para los efectos legales a la ulterior revisión del Consejo de Estado.
