Es deber del Gobierno Nacional implementar una estrategia para diferenciar la minería informal de la minería ilegal. Deberá, respetando el Estado Social de Derecho, construir una estrategia que proteja los mineros informales, garantizando su mínimo vital y el desarrollo de actividades mineras u otras actividades que le garanticen una vida digna.
