Artículo tercero . La exportación de productos pesqueros frescos y congelados no podrá aumentarse por las autoridades aduaneras sino cuando dichos productos llenen los requisitos de sanidad y calidad exigidos por el mercado internacional, sobre lo cual certificara el funcionario competente del ministerio de agricultura en el puerto de embarque.
