Una vez terminada la construcción del Ferrocarril Troncal de Oriente, en el sector Barbosa-Bucaramanga, y si los estudios hechos en el sector Bucaramanga-Fundación lo aconsejare, el Gobierno procederá a la construcción de este último sector invirtiendo anualmente la suma de dos millones de pesos ($2.000.000.00) del Fondo Ferroviario Nacional.
