No podrá destinarse al pago de pensiones gratuitas mayor suma de la que fije para cada bienio el Presupuesto, y se distribuirá proporcionalmente entre los grupos de pensionados.

Para el próximo bienio económico se destinará al efecto la suma de veinte mil pesos ($ 20.000) mensuales.
