Será Presidente de la Junta Directiva el Ministro de Obras Públicas y Vicepresidente el que designe ella misma. Al primero corresponde presidir las sesiones de la Junta, convocarla y autorizar con su firma las actas y demás documentos que de ella emanen. Al segundo, llenar las faltas temporales o accidentales del primero, pero en su carácter de Presidente de la Junta y no en el de miembro de ésta.
