Adiciónase el artículo 518 del Estatuto Tributario, con el siguiente numeral:
"5. Los jueces, conciliadores, tribunales de arbitramento por los documentos sujetos al impuesto, que obren sin pago del gravamen en los respectivos procesos y conciliaciones judiciales y extrajudiciales".
