Los Directores de las Secciones del departamento Nacional de Higiene pueden contratar directamente la prestación de servicios y la adquisición de drogas, productos biológicos materiales y demás elementos que necesiten en sus Secciones. Estos actos quedarán sometidos únicamente a la aprobación del Director Jefe del departamento, y a la revisión de la Contraloría General de la República en la parte que se relaciona con la fiscalización y rendición de cuentas.
