Artículo tercero. El Gobierno Nacional, incluirá en el presupuesto de las próximas vigencias de 1985 y 1986 a través de los distintos organismos competentes, las partidas necesarias con destino al cumplimiento de esta Ley, quedando facultado de hacer los traslados y abrir los créditos necesarios para la ejecución de lo aquí dispuesto.
