Art. 3.° Esta Escuela principiará á funcionar desde el día 1.º de Febrero de 1889, para lo cual dictará el Ministerio de Guerra, con la debida anticipación, los reglamentos para el régimen interno del Establecimiento, y determinará las condiciones para la admisión de los alumnos, entre las cuales serán indispensables la de comprobar una edad no menor de diez y siete años, ni mayor de veinte la de sostener con lucimiento examen previo sobre las siguientes materias: Lectura, Escritura, Aritmética, Gramática castellana, Geografía, nociones de Historia y traducción del Inglés ó del Francés.
