De los seis millones de francos de que trata el artículo 3° de la Ley 70 de 1894 , podrá el Gobierno invertir la suma necesaria para la compra de buques de guerra y armamentos militares, y aplicar el resto á los gastos comunes del presente y del próximo bienio.
