Art. 5º Para probar que las introducciones de picadura y de papel para cigarrillos que permite la segunda parte del artículo de la ley 111 del presente año, provienen de pedidos anteriores a la promulgación de la ley en la respectiva localidad, los introductores presentarán una certificación del Cónsul de la República en el puerto o lugar de la expedición de aquellos en que conste el hecho. Los Cónsules referidos no podrán dar tal certificación sino con vista de la correspondencia sea epistoral o telegráfica en que conste el pedido.
