Artículo segundo. Por la Dirección Nacional del Presupuesto del Ministerio de Hacienda y Crédito Público, se procederá a solicitar al Contralor General de la República la constitución de la correspondiente reserva provisional y la expedición del Certificado de Disponibilidad respectivo, que sirva de base para el contracrédito que se proyecta, al tenor de lo dispuesto por el Decreto número 00164 de 1950. Comuniquese y cumplace.
