El Fiscal General de la Nación elaborará un manual que fije las directrices del funcionamiento de la mediación, particularmente en la capacitación y evaluación de los mediadores y las reglas de conducta que regirán el funcionamiento de la mediación y, en general, los programas de justicia restaurativa.
