Las siguientes funciones de la Junta Directiva necesitan aprobación del gobierno Nacional, impartido por medio de resolución ejecutiva; a) delegar en otros organismos de la administración pública funciones de las encomendadas al instituto, y reasumir, si fuere el caso, las encomendadas al instituto, y reasumir, si fuere el caso, las funciones delegadas; b) disponer la contratación de empréstitos internos o externos con destino al instituto, y la suscripción de los contratos correspondientes; c) reformar los presentes estatutos.
