Art. 19. Los Consejeros adjuntos no son miembros del Consejo como Cuerpo Consultivo ni como Tribunal; funcionarán sólo como individuos de la Comisión Legislativa en la respectiva Sección; pero podrán recibir, como titulares, comisiones especiales en asuntos de Legislación.
